Microsoft is offering roughly 60,000 employees the option to leave with financial support. That includes people working in businesses central to its future, such as Copilot and other AI teams, alongside Xbox, Windows and corporate functions.

The number is substantial. But it describes the people eligible for the offer, rather than a confirmed reduction of 60,000 jobs. The more revealing question is why Microsoft is opening the door to voluntary departures across such different parts of its business.

The evidence points to a company changing where it wants people, investment and responsibility to sit. For Xbox, that also intersects with a restructuring plan driven by problems its own leadership has publicly acknowledged.

## What is Microsoft’s Voluntary Exit Offer, and who is eligible?

Microsoft announced its Voluntary Exit Offer, or VEO, on October 26, 2026. In the [official announcement by chief people officer Amy Coleman](https://blogs.microsoft.com/blog/2026/10/26/introducing-a-voluntary-exit-offer/), the company describes a temporary program for eligible employees in participating teams in the United States, United Kingdom, Canada and India.

The offer covers level 70 and below. Participation depends on the organization, so working in one of those countries does not automatically qualify someone.

Microsoft [confirmed to CRN that approximately 60,000 employees are eligible](https://www.crn.com/news/ai/2026/microsoft-confirms-about-60-000-employees-eligible-for-voluntary-exit-offer). For context, its [2026 annual report](https://www.microsoft.com/investor/reports/ar26/index.html) records 223,000 full-time employees as of June 30. The eligible population therefore equals roughly 27% of that earlier workforce.

That comparison needs a date attached: the June headcount predates the company’s July job cuts.

## Is Microsoft laying off 60,000 employees?

No. A voluntary separation program offers employees a choice; a layoff is an employer-directed termination. How many people accept this offer remains unknown.

Microsoft layoffs and voluntary buyouts can both reduce employee numbers, but they work differently. An eligible employee receiving an offer is not the same as an employee accepting it or being told their job is ending.

According to GeekWire’s reporting, based on Microsoft’s responses, the company expects [a substantially lower participation rate](https://www.geekwire.com/2026/microsoft-makes-new-voluntary-exit-offer-to-more-than-a-quarter-of-its-workforce-including-some-execs/) than the roughly 30% recorded in its earlier retirement program.

Applying that earlier percentage to 60,000 people would produce 18,000 departures mathematically. It would not produce a reliable forecast. The offers target different populations, and employees considering retirement face different choices from those planning their next job.

For employees, there is another distinction: declining an offer and receiving a guarantee of future employment are separate things. Microsoft told GeekWire that [layoffs remain part of its approach](https://www.geekwire.com/2026/microsoft-makes-new-voluntary-exit-offer-to-more-than-a-quarter-of-its-workforce-including-some-execs/), depending on business conditions.

## What severance package and decision deadline are being reported?

Microsoft’s public memo promises financial support and career planning resources, without publishing individual payout amounts.

GeekWire reports that the package follows Microsoft’s standard severance arrangements, including pay linked to tenure and level, continued stock vesting, temporary healthcare coverage and career transition services. The reported decision deadline is the first week of December.

The same reporting says the new offer has [no age or tenure threshold](https://www.geekwire.com/2026/microsoft-makes-new-voluntary-exit-offer-to-more-than-a-quarter-of-its-workforce-including-some-execs/) and that performance is not a factor.

There is no publicly established exit package calculation or universal buyout amount that applies to every eligible employee. Individual offer documents remain essential to understanding what a particular person would receive.

## Why are Copilot and AI employees included?

The participation of AI teams is arguably the most interesting part of the announcement.

The Verge reports, citing people familiar with the situation, that eligible staff include employees in [AI experiences, Copilot, CoreAI](https://www.theverge.com/tech/1018666/microsoft-expands-buyouts-60000-employees-eligible), Windows + Devices, Xbox, finance and human resources. That detailed team list comes from reporting, rather than the published Microsoft memo.

It challenges a convenient assumption: that companies cut established businesses while protecting everyone attached to artificial intelligence.

A company can increase investment in a technology while changing the teams building and selling it. Strategic importance does not settle questions about management layers, overlapping responsibilities, product priorities or the skills needed next.

Those are possible explanations, not findings about specific Microsoft teams. The offer alone does not establish that Copilot is failing, that AI development is being abandoned, or that [automation has replaced the eligible employees](https://reinouttebrake.com/stories/ai-in-2026-what-it-can-do-its-risks-and-what-comes-next).

The more defensible interpretation is that an AI label offers no automatic protection from organizational change.

## Why reduce workforce costs while investing heavily in AI infrastructure?

Microsoft’s financial results show why “the company is struggling” is too broad an explanation.

In its [July 29 earnings call](https://www.microsoft.com/en-us/investor/events/fy-2026/earnings-fy-2026-q4), Microsoft reported more than $331 billion in annual revenue, up 18%, and more than $155 billion in operating income, up 21%.

On the same call, CFO Amy Hood put [expected calendar-year 2026 capital expenditures](https://www.microsoft.com/en-us/investor/events/fy-2026/earnings-fy-2026-q4) at approximately $175 billion. That figure covers total CapEx; it should not be presented as a budget spent exclusively on AI.

The business interpretation is that growth and cost discipline can happen together. Management can want [more computing capacity](https://reinouttebrake.com/stories/americas-10-trillion-ai-buildout-faces-a-delivery-problem), stronger product execution and a different allocation of staff at the same time.

However, the financial backdrop does not prove a direct transfer from any particular employee’s compensation to a GPU purchase. Establishing that causal link would require more detailed company disclosure.

## What does the voluntary exit offer mean for Xbox?

Xbox has [a more specific restructuring story](https://reinouttebrake.com/stories/is-xbox-for-sale-the-150-billion-buyout-report-explained).

In its official [“Resetting Xbox” memo from July 6](https://news.xbox.com/en-us/2026/07/06/resetting-xbox/), leadership announced approximately 3,200 job reductions throughout fiscal 2027, including around 1,600 immediately.

The memo acknowledged that [Game Pass](https://reinouttebrake.com/stories/did-you-know-microsoft-almost-shut-down-xbox), multiplatform expansion and the broader content portfolio had grown more slowly than expected. It also said platform teams were 40% larger than at the start of the console generation, even as player numbers and playtime declined.

Management described reducing organizational layers and changing studio ownership as part of the response.

That gives Xbox’s participation in the new departure scheme a concrete operating context. The division had already identified a mismatch between its organization, costs and business performance.

There is an important counting problem, though: the reviewed announcements do not establish whether Xbox departures under the VEO would count toward the previously announced 3,200 reductions. Adding the two together would risk overstating the total.

## Will Microsoft’s buyout program lead to more job cuts?

Further compulsory departures remain possible, but the voluntary offer does not establish their number, timing or distribution.

In its [July company transformation announcement](https://blogs.microsoft.com/blog/2026/07/06/the-latest-in-our-company-transformation/), Microsoft confirmed approximately 4,800 role eliminations across the company. It also said voluntary retirement and internal transfers were among the approaches used to reduce the need for job eliminations.

For this new program, the meaningful measures will be actual acceptance, which functions lose people, whether positions are refilled, and how the changes affect delivery.

A voluntary program also creates a management challenge: employees choose whether to apply, so the people willing to leave may not perfectly match the capabilities the company wants to reduce. Whether that becomes a problem at Microsoft will depend on the program’s implementation.

The central signal is broader than a single departure number. Microsoft is offering employees a route out across established products and AI businesses while continuing to invest heavily. The test is whether that produces clearer priorities and better execution, particularly at Xbox, where management has already acknowledged the need for a reset.
